Allen County commissioners formally voted unanimously Tuesday morning to provide up to $335,000 to aid Humboldt in extending utilities to a 30-acre industrial tract. The Register reports that they had previously agreed to that amount.    Humboldt administrator Cole Herder put together a proposal that made cost reductions after a request for a 50-50 federal grant was denied.  Swapping local labor for contracted labor accounted for much of the savings.
